Manuel Gómez Fajardo advises national and international companies on the energy, telecommunications, public utilities and infrastructure sectors, with a particular focus on regulatory and contractual matters, and public law in general.
He has advised and represented clients in strategic litigation; the structuring of projects and business models; designing regulatory and compliance strategies; contract management and public contract settlements; participating in calls for tenders by Colombia’s Energy Mining Planning Unit (UPME) and the wholesale power market coordinator and grid operator XM. He has negotiated contracts for the energy and infrastructure sector including EPCs, PPAs and O&M agreements, connection agreements, and commercial representation agreements.
Before joining Cuatrecasas, he worked for other leading companies in Colombia. He also advised the national public procurement agency, Colombia Compra Eficiente, on regulatory matters in public procurement, and served as its legal representative in court proceedings before the Constitutional Court and the Council of State of Colombia.
He lectures on the regulatory and contractual regime of public utilities in the Graduate Diploma Studies in Government Contracting and Management at the Universidad del Rosario and previously lectured on constitutional law at the Universidad de La Sabana.
