Elías Gallardo advises clients on infrastructure projects in the energy sector (engineering, procurement, construction, start-up, maintenance and operation of installations).
He also specializes in advising the upstream, midstream, and downstream sectors on regulatory compliance; and advising the hydrocarbon sector on matters relating to corporate support, procurement and supply.
He has advised various energy projects on environmental and natural resources issues through risk identification and the designing of mitigation actions.
He has extensive experience in regulatory compliance analysis and reporting, operational security and environmental protection in the hydrocarbon sector.
He has held several positions in the Mexican public sector, mainly in the energy sector. These included director of regulation, technical coordinator of the General Directorate of Hydrocarbon Tenders, and legal counsel of the Legal Unit at the Mexican National Hydrocarbons Commission. He was also legal counsel and coordinator of many projects in the Legal Management of Contracts at Petróleos Mexicanos (Pemex).
