Following the approval of EMER 2030 (Mission Structure for the Licensing of Renewable Energy Projects) by Council of Ministers Resolution 50/2024, which aims to consolidate the legal framework and operationalize the licensing of renewable energy and electricity storage, a public consultation has been opened to promoters and other stakeholders within the energy sector. Its purpose is to identify and address potential constraints on these licensing procedures.

Regarding the public consultation, the Ministry of Environment and Energy stated, “The information collected will serve as the basis for preparing a report that will, in a second phase, also be put to public consultation.” The primary objective is to evaluate the legislative and regulatory framework and identify aspects that are impeding the progression of ongoing procedures.

  • Objective: This public consultation is another measure aimed at simplifying licensing procedures for renewable energy projects. It is part of the broader goal of incorporating renewable energy into Portugal’s energy mix.
  • Deadline: The public consultation will be open for 30 days and will be available until July 13, 2024, on the Participa.pt platform: https://participa.pt/pt/consulta/licenciamento-de-projetos-de-energias-renovaveis
