CEAL revoked retroactively: effective December 31, 2023
Revocation of extraordinary contribution on short-term letting
September 13, 2024

On July 3, we shared key updates on rental and short-term letting laws in our More Housing: Status report. In that report, we highlighted that the government had submitted a proposed law to Parliament to revoke the annual extraordinary contribution on apartments and accommodation establishments within the independent units of buildings (“CEAL”). This contribution had been introduced by the More Housing Law (Law 56/2023 of October 6). At the time, we noted that the proposal had received final parliamentary approval on June 21 and was awaiting formal approval and publication, along with a government-authorized decree-law to finalize the revocation.

Following the publication of Decree-Law 57/2024 of September 10, the revocation of CEAL has now been made official.

Practical impact of revoking CEAL

The revocation is retroactive to December 31, 2023, as established in Rectification Declaration 34/2024/1 of September 13. Consequently, CEAL never actually became payable.
