Andrés Martínez is an expert in contractual law, public procurement, infrastructure and public-private partnerships, specializing in contract structuring and management, and in the financing and acquisition of infrastructure projects.

He advises local and international clients on the pre-contractual and contractual stages of all kinds of state contracts, representing them in sanctioning procedures and advising them on preventing, preparing and managing contractual disputes. 

He also advises the Colombian Infrastructure Agency (ANI) on structuring fourth-generation highway concessions under the public-private partnership regime and on its tender processes. Andrés has assisted and represented private contractors to solve disputes through amiable composition and arbitration tribunals.

He advises Colombian and international companies from various sectors, including construction, road infrastructure, health, energy and telecommunications on regulatory, contractual and corporate matters. He also drafts memorandums and legal opinions for tender processes and contractual management.

Before joining Cuatrecasas, he worked at various well-known firms in Colombia. He has lectured in the Master in Government Contracting at Universidad del Rosario and has contributed to specialized journals on investment and infrastructure in Latin America.
