Specialist in the infrastructure sector; advising on M&A transactions, securities markets, and responsibility in relation to corporate governance, and handling the legal management of infrastructure projects.

Javier Romero has dedicated his career to the infrastructure sector, supervising the legal aspects of major contracts—mainly concession agreements, construction contracts and project financing—and businesses in different sectors, including transport, airport services, urban waste management, hospitals and schools, and maintenance and conservation of infrastructures. He has been involved in dispute resolution on infrastructure project implementation, in court and with arbitral tribunals.

From 1991 to 2019, he held various positions in the Ferrovial Group, including corporate legal director and member or secretary of the board of directors in several of the group’s companies. He was secretary of the board of directors and legal director of Cintra Infraestructuras until 2019 (listed on the Spanish IBEX 35 stock exchange until December 2009). He practiced law in the Shipbuilding Division of the Spanish National Institute of Industry and other companies in the private sector, and headed the legal training at Universidad Ferrovial Summa.

He regularly speaks at conferences and forums on infrastructure, including at the Infrastructure Investors Forum (2019), the Congreso Anual sobre Inversión y Financiación en el sector de las Infraestructuras (2015), and the Universidad Menéndez Pelayo (2017).
