Gabriel Morales is counsel for the state on leave of absence. Between 2001 and 2019, he advised and defended the public state sector in both court and arbitration proceedings. He handled complex matters related to tax legislation, public procurement, expropriations and public works litigation.
Between 2005 and 2019, he combined his work as counsel for the state with an independent law practice. From May 2019, he exclusively concentrated on his independent law practice, developing his litigation practice, particularly in civil proceedings, covering corporate, real estate, construction and industrial procurement disputes, as well as corporate and inheritance-related transactions. He has also been involved in arbitration in commercial and public works contracts, as well as in judicial review proceedings concerning public works, public services, sanctioning procedures, the public administration’s liability and public domain.
Between 2017 and 2023, he was a member of the advisory board of Aragón. From April 2022 to January 2025, he was in-house legal director at Ibercaja and secretary of the board of directors of several companies of the group, working in banking litigation and advising on complex transactions.
